Duties:
The Manager of Human Resources provides strategic leadership and direction for all human resources functions, including labour relations, recruitment and retention, employee relations, occupational health and safety, policy development, and legislative compliance.
Reporting to the Director of Corporate Services, the Manager leads the development and continuous improvement of human resources programs, policies, and practices that support organizational goals, a positive workplace culture, and workforce excellence. The incumbent serves as a trusted advisor to leadership, fosters collaborative relationships with employees, unions, and community partners, and helps advance the mission and strategic priorities of the Northwestern Health Unit.

Qualifications:
- Bachelor’s degree in human resources, Business Administration, Labour Relations, or a related field.
- Minimum five (5) years of progressive leadership experience in human resources, including the management, development, and delivery of human resources and labour relations programs and services, preferably in a unionized environment.
- Certified Human Resources Leader (CHRL) designation, or eligibility and willingness to obtain the designation.
- Demonstrated expertise in employment and labour relations, collective agreement administration, recruitment and retention, compensation and benefits, job evaluation, organizational development, performance management, occupational health and safety, and human resources information systems (HRIS).
- Thorough knowledge of applicable employment, labour, human rights, accessibility, occupational health and safety, privacy, and related legislation and regulations.
- Proven leadership experience supporting organizational strategy, change management, workforce planning, employee relations, and continuous improvement initiatives.
- Strong analytical, problem-solving, conflict resolution, and decision-making skills.
- Exceptional communication, relationship-building, and stakeholder engagement abilities, with the capacity to work effectively with employees, managers, unions, senior leadership, and external partners.
- Demonstrated ability to manage sensitive matters with professionalism, discretion, sound judgment, and a high degree of confidentiality.
