Duties of this LEAP Job Posting:

The Equipment Operator/Labourer will provide a variety of construction, maintenance and repair services to roads; water, sewer, and storm sewer systems; lands; buildings; and any municipal property, for the safety and convenience of the public.

The Equipment Operator/Labourer carries out duties within policies and procedures established by Provincial Legislation and Regulations, Emo Municipal Council and the Public Works Superintendent.

Responsible for:

  • Discussing plans, priorities and work schedules with Public Works Superintendent, including the determination of the most useful equipment to perform certain jobs. Consultation occurs frequently to promote teamwork, but with understanding the Public Works Superintendent is responsible for making final operational decisions.
  • Carrying out work assignments, using a variety of vehicles, including heavy equipment, hand and power tools, such as:
    • Operator of grader, tandem truck and/or gravel trailer, loader, bulldozer, tractor, brush cutter, half-ton(s), lawn equipment, etc.;
    • Responsible for the safe, effective use of equipment and for using the correct equipment to perform all jobs.
  • Undertaking roads and public works operations, including such tasks as:
    • construction projects;
    • road base preparation;
    • maintaining roads in good condition for safe, hazard-free driving;
    • catch basin cleaning;
    • maintenance of bridges;
    • hauling, loading and unloading gravel;
    • removing hazards, dead trees and tree limbs from roadways and areas adjacent to roads;
    • repairing and installing road signs;
    • repairing and installing culverts;
    • repairing and installing fencing, guardrails and guideposts;
    • cemetery burial openings and closings;
    • regular cleaning and maintenance of landfill site;
    • repairs and maintenance of water, sewer, and storm sewer infrastructure.
  • Maintaining municipal buildings to provide safe and effective use for both Township staff and the public.
  • Maintaining municipal landscape in a healthy and attractive condition.
  • Removal of snow and ice from roads, streets and municipal buildings and yards.
  • Snowplowing, sanding, salting.
  • Responding to all emergencies, including:
    • winter storm conditions;
    • spring flooding conditions;
    • summer storm conditions;
    • water or sewer infrastructure breaks.
  • Perform equipment maintenance and repairs.

Responsible for:

  • Using initiative and judgment when on the job; to operate without direct supervision when the task has been defined; conducts trouble-shooting operations; and observes hazards and reports them to the Public Works Superintendent.
  • Advising the Public Works Superintendent on operational issues and making recommendations, including those to halt operation when it appears, the work, puts staff at risk due to weather conditions, fatigue or unsafe operating/working conditions.
  • Polite, tactful relations with the public.
  • Undertaking training in work methods and in the use of special or new equipment.
  • Computer skills are needed for general activities such as infrastructure locates and reporting.
  • If the Public Works Superintendent, or designate is unavailable for any reason, the office staff shall be obligated to advise the Public Works employee(s) of all learned road- related problems and concerns. Employee(s) receiving such reports shall take appropriate action.
  • Assist the Public Works Superintendent in the maintenance of all infrastructure, including water, sewer, and storm water system of the Township of Emo.
  • Performing other related duties as may be assigned.

HEALTH AND SAFETY

According to the Occupational Health and Safety Act, the Equipment Operator will:

  • Work in a safe manner with protective devices, measures and procedures, as required by the Act, the regulations and the employer;
  • Work in compliance with the provisions of the Act, regulations and requirements of the employer;
  • Reports to the Public Works Superintendent any contravention of the Act or regulations, or any hazards they are aware of; and
  • All workplace accidents/incidents must be reported to the Public Works Superintendent and CAO/Clerk-Treasurer or designate. It is the employee’s responsibility to complete all aspects of the Safety Report of Incident form on the day of the incident, to be submitted immediately to the CAO/Clerk-Treasurer. The Public Works Superintendent ensures that all employees under his/her direct supervision follows the accident/incident reporting and ensures completion and submission of all required accident/incident forms to the CAO/Clerk-Treasurer or designate.

Procedure

The employee must:

  • Observe all safety signs and warnings;
  • Report all injuries, near misses or unsafe conditions immediately to the Public Works Superintendent and the CAO/Clerk-Treasurer or designate, and completes all related forms as stated in Section E of the Health and Safety Policy;
  • Obtain prompt medical attention for all injuries.
Qualifications for this LEAP Job Posting:
  • AZ Driver’s Licence is required
  • Able to commence as soon as possible.

WORKING CONDITIONS:

  • Hours of Work: 7:00 a.m. to 3:30 p.m. (Based on 40 hours per week);
  • Employee must have a period of eight consecutive hours free from the performance of work between shifts, except in emergency situations;
  • Employee shall have at least twenty-four consecutive hours free from the performance of work in every work week;
  • On-call duties for evening and weekends (i.e., to deal with road or bridge problems, winter storm conditions, spring flooding, etc.) will be specified by Public Works Superintendent and/or Council;
  • Exposure to physical hazards on the job sites and extreme weather conditions during winter months;
  • Risk of verbal abuse from public.
