Founded in 2002, the Nuclear Waste Management Organization (NWMO) is a not-for-profit organization tasked with the safe, long-term management of Canada’s intermediate- and high-level radioactive waste, in a manner that protects people and the environment for generations to come.

The NWMO has been guided for more than 20 years by a dedicated team of world-class scientists, engineers and Indigenous Knowledge Holders who are developing innovative and collaborative solutions for nuclear waste management. In 2024, the NWMO selected Wabigoon Lake Ojibway Nation (WLON)-Ignace area as the site for our Deep Geological Repository for used nuclear fuel.

This decision means our office and staff will, in the future, be relocating to Ignace, ON, and the DGR will be situated in the Wabigoon Lake Ojibway Nation-Ignace area. Infrastructure planning and development is underway to support this transition and ensure that both the community and our employees are well-served and supported now and in the future.

Duties of this LEAP Job Posting:

The NWMO is preparing to enter into the regulatory decision-making (RDM) phase of the Deep Geological Repository project. This phase is likely to include an integrated impact assessment under the Impact Assessment Agency of Canada which includes an initial licence for site preparation activities to the Canadian Nuclear Safety Commission (CNSC).

Reporting to the Manager, Impact Assessment, the incumbent is responsible for contributing expertise and advice to the development and implementation of various aspects of the RDM plan and framework around information management. The role will support the enhancement of regulatory decision-making deliverables certainty by ensuring all information management documents produced meet all applicable RDM legislative and regulatory requirements.

  • Contribute expertise and advice to the development and implementation of various aspects of information management for the RDM plan and framework.
  • Propose and implement plans to organize and update information and steward information sharing and documentation across the organization related to Regulatory Decision Making.
  • Lead/participate in various RDM projects, applying project management methods and tools, identifying, managing and minimizing risks/impacts associated with the introduction of new solutions, methods, policies, procedures.
  • Work collaboratively with RDM deliverable owners across the organization and external contacts to gather and analyze information/data on business specific information and records management requirements.
  • Coordinate/document record and information management activities and tasks in support of the RDM program, policies, procedures and best practices. Ensure all information (e.g., datasets, shapefiles, reports, scientific articles, etc.) are managed within appropriate categories and retained in accordance with applicable legislation, and NWMO standards and guidelines.
  • Ensure all RDM deliverable owners are in compliance with RDM legislative and regulatory requirements, best practices and standards.
  • Identify and assess RDM procedural compliance gaps and critical tasks required to address those gaps; makes recommendations to improve/enhance compliance.
  • Develop and deliver RDM training and education initiatives/programs to promote awareness, understanding and reinforce compliance with RDM best practices, standards, policies, procedures and legislative/regulatory requirements.
  • Develop strategies that will enable the NWMO to make effective use of emerging artificial intelligence systems in the creation or defence of its regulatory materials.
  • Participate in the design, documentation and maintenance of procedures for the Regulatory Decision-Making Project’s digital and paper information and business records including Information generated by consultants associated with the Project.
  • Develop comprehensive information reports and prepare documents or briefings related to Regulatory deliverables.
  • Develop, review or advise on Information Sensitivity Classification, and oversee appropriate controls and access permissions for various categories of information including confidential records.
  • Coordinate the planning, development and maintenance of integrated document preparation sites or tools to enable efficient collaboration on document creation and review between the NWMO, consultants, and the host community.
  • Maintain a comment tracking and dispositioning process that enables quick and accurate updates to any submitted materials.
  • Maintain the regulatory information contained on the NWMO website and Sharepoint site
  • Develop and monitor key performance indicators and reports to measure organizational compliance with information management policy and procedures.
  • Perform template compliance reviews on Impact Assessment and Licensing deliverables prepared in-house or by external design contractors.
  • Validate and perform QA reviews on Impact Assessment and Licensing deliverables produced by in-house engineering staff and external design vendors.
  • Support procurement of a document management system. Once procured, act as a Super User and Project Administrator for all matters pertaining to regulatory documents and information management system by providing user training and assisting users during their day-to-day use of the system.  Manage and revise document and information management user manuals and task instructions, when required.
  • Support the development and maintenance of regulatory document and information management system such that it adheres to NWMO Management System requirements.
  • Ensure all documents delivered to the Impact Assessment Agency of Canada or Canadian Nuclear Safety Commission or any other regulatory body meet the specified regulatory requirements.
  • Implement and maintain a reference management system (e.g., Zotero) for the Regulatory Approvals Project including external contractors.
Qualifications for this LEAP Job Posting:
  • Bachelor’s degree in library sciences or relevant field.
  • Experience in configuration and document management on engineering projects/programs in manufacturing, mining, nuclear or process industry to assist engineers, technical staff and other regulatory deliverables owners in managing deliverables in document management systems. A period of over 4 years and up to and including 6 years is considered necessary to gain this experience
  • Experience working in large infrastructure projects in a similar capacity is an asset. Experience in managing regulatory documents (e.g. submission to IAAC, CNSC).
  • Strong analytical skills to identify and assess RDM procedural compliance gaps and critical tasks required to address those gaps and make recommendations to improve these.
  • Proficiency in verbal and written communications to populate document templates, task instructions and to respond to queries and assist engineers and other technical staff.
  • Requires proficiency in verbal and written technical communication to understand reports, prepare high-level summaries and reports.
  • Requires strong relationship management skills to develop and maintain positive relationships with a wide variety of internal and external stakeholders.
  • Demonstrated ability to work with competing priorities and tight timeframes and to work effectively under pressure.
  • Experience working with information management systems (e.g., Sharepoint, Teamcentre, Staketracker, etc.).
  • Project management and leadership skills as well as research, planning and analytical skills. Highly developed interpretive reasoning to translate high-level priorities and discussions into projects and action plans.
